I don't believe "digital transformation and governance" should be grouped with "tackling misinforamtion and disinformation".
The first issue is very concrete, has a central responsability of government, and is focused on infrastructure, data (which should be mentioned, imho) and provision of services.
Misinformation is a wide-ranging, muli-stakeholder and hard-to-define problem where contributions form open government would obviously help, but solutions need (sine qua non) purposeful and intentful participation from big global players from media, tech, etc.

We were also advised to make sure open government resonates with ordinary people - trade unions, workers, farmers, etc. Otherwise it is too abstract, detached and rootless. OGP Local represents a powerful way for this to be achieved.

These results make me think that it'd be good to somehow share with the community the knowledge on how different ideas (tags, in this context) have shown differential results (ROI, if you wish).
Many "common sense" tags such as "communicating value" or "sharing inspiration and ideas" have almost universal support, but big efforts as the OGP Explorer maybe show that thay're not as easy or effective as one might imagine.
I believe the team supporting this process is aware, and use that knowledge to somehow ponderate this results. But I have the feeling that newcomers keep stumbling with the same provervial rock of "common sense" ideas where a lot of expectations are put on, but return is meager.
